<em>Nya sociallagarna</em> ger en komplett redovisning av de fyra lagar som socialtjänsten vilar på: Socialtjänstlagen (SoL), lagen med särskilda bestämmelser om vård av unga (LVU), lagen om vård av missbrukare i vissa fall (LVM) och lagen om stöd och service till vissa funktionshindrade (LSS). Vidare har den särskilda avgiften för gynnande beslut om insatser som inte har verkställts inom skälig tid höjts. Ett straffansvar för den som fortsätter att bedriva en verksamhet i strid mot ett förbud enligt LSS har införts. <br/><br/>För att stärka IVO:s möjlighet till en effektiv tillsyn har kommunerna fått en utökad anmälningsskyldighet till myndigheten. Anmälningsskyldigheten gäller för verksamhet enligt SoL och LSS, både för verksamhet i egen regi och för verksamhet som bedrivs av privata utförare.
