Polisinspektör går Chan Ka Kui under täckmantel i ett kinesiskt fängelse för att infiltrera en drogkartell. Där vinner han kartellmedlemmen Panthers förtroende genom att hjälpa honom att rymma. Med hjälp av en annan hemlig agent reser de till Hong Kong och ansluter sig till Panthers gäng.
