Set during the Warring States period, the film follows the downfall of Goujian (Lei Zhao), the King of Wu, as he prepares to have his vengeance on Fucha (Mu Chu), the King of Wu. The beautiful Xishi (Ching Chiang) is sent to Fucha to become his concubine, and she also spies on him to help Goujian rebuild his kingdom and bring Fucha's reign to an end.

The only male heir of the Pei line, Pei Gang (Wei Ou) is raised by his wealthy grandmother (Bih-Huei Fuh). His grandmother tries and fails to save him and convinces him to marry Lian (Pao-Yun Tang) so that the Pei line will continue.

China. During the civil war period of China's history, from the fifth to the third century B.C., the Zhoa state sets out to conquer the small city state of Liang. As the invaders near the city, the fearful inhabitants beg for help from the local Mozi warrior clan but fear for the worst when only a single, solitary warrior, Ge Li (Lau), comes to their aid. All is not lost, however, as Li proves himself to be a master tactician, convincing the doubting townsfolk that they can repel the invaders. As the battle lines are drawn, Li, with the help of two local fighters, defies the odds and prepares for one last decisive battle.
