Den amerikanska regeringen tror att Ramius planerar att anfalla, men CIA-analytikern Ryan tror annorlunda. Han misstänker att Ramius tänker hoppa av, men han har bara några få timmar på sig för att hitta honom och bevisa det - eftersom hela ryska flottan och flygvapnet också försöker hitta honom. Of course he sets out to prove his innocence, leaving a trail of destruction wherever he goes.
