Filmen är baserad på 1930-talets massproducerade radiodraman och ställer sin hjälte, the Shadow (Alec Baldwin), mot ärkefienden Shiwan Khan (John Lone), som planerar att ta över världen genom att hålla en stad som gisslan med hjälp av en atombomb.
